Despite the popularity of lockscreen launchers on other platforms, Apple still hasn’t given this useful functionality to iOS users. So you have to slide to unlock your device before you can access the app you are looking for. A new tweak called Lockscreen Launcher changes this by giving you an easy access to 9 of your favorite apps right on the lockscreen. You can simply launch these apps by tapping the buttons, without even unlocking your device.
From Settings you can choose up to 9 apps, whose icons will appear on the lockscreen. The best thing about this tweak is that it allows you to arrange the icons according to your liking, so you can keep the apps at different position based on your preferences. You can place the stock as well as third party applications on your Lockscreen Launcher.
If you are worried about privacy then relax as Lockscreen Launcher fully supports iOS’s Passcode feature and will only launch the app when the right code has been entered by the user.
You can download this tweak from Cydia’s Bigboss repo for $0.99. While it is working on all iOS 7 running devices, the iPad compatibility is not confirmed yet according to the description, so proceed with caution.

As the article contradicts itself. At the top it says you can open apps without unlocking the device, then at the end says it won’t launch apps without a password.
